To become an arbitrator and hear cases before the Small Claims Part, a candidate must be licensed to practice law in the State of New York for five or more years; complete Small Claims court arbitration training, which is two hours long; and observe at least two arbitrations in the program. Once training and observations are completed, the candidate will be sworn in and may choose the county in which he or she wishes to serve as an arbitrator.
